Passive Radar Acquisition mode with 10% DC mode.

Telemetries from the NECP operation in SCIENCE_2 mode and found that the total power of RIME is 11.6W (divided in RDS: 8.87W and Tx: 2.74W). Some minor variations are visible during the instrument operation, up to 20mW. Probably in the future we may be able to model them but I think that their effect is negligible.
